Diablo 3 wont install, please help.

Im at the install window and it has not gone past 0% in a long time and Ive restarted install on numerous occasions. I live in south Africa with very slow internet speeds and Im wondering if maybe the game is trying to download instead of install from the DVD, if so how do I change this.
