Skill switching, chances on rare items drop?

Is it true if you switch your skills around while doing the quest, you will have less chance or no chance for rare items to drop on bosses?

Only on Inferno I think. If I remember correct, in Inferno you get a buff that stacks 5 times which increases chance on finding rares and some combat stats. It was in some interview I recently watched on youtube but can't recall which
