wiz can prolly go above it as well using scramble rune, but im not asking about skills now, but pure gain from items :)

Lightning amor + Flee Rune
+some% with Frenz
Legendary/Setitems that have Runspeed and are not boots:
Tyraels Might (Chest):
hammer-jammers (Legs) / Innasglory (Legs):
And maybe some more i did miss out...
So just with gear you can reach:
12%+7%+7% = 26% runspeed
With skills you can reach about 50% with differne Classes...
So everyone can get to 25% or above...
So his question is valid: Is Runspeedcapped or not?
From my expierience with Monk/Wizzard with just boots i'd say no but i never really did measure it.

there are also bracers and ring with + runspeed and maybe even some other items. thats why i am asking. :) (damn, theres even a weapon, but wizz would prolly never use it.... but still it exists)
but basicaly, you could have something like 33% just from items that actually dont mean that you have some total crap equipped on you.

I'll do a Test when the sevres are back on if General runspeed is capped.
Sadly i dont have any runspeed gear beside boots so i can't test a cap on just Item boni...
Test will be something like:
Running for XMinutes up and down a straight line and count the Distance.
Just in case anybody else wants to do a test with Equipment :)
Well First test results that far:
The Track was on Act3 Vendor Area beweetn the Southwetsernwall and the Southwesternedge of the Campfire just over the Bridge - wich is an alsmot exactline with severel NPCs on the way that can keep you on track (thyre either right or left form where you are running).
Results are (20 Time the above mentioned track):

so overallat least this looks like the Boni from the Boots and the Passive work exactly like you'd expected form the Stat shown in the Charachterscreen.
I'm doing a Test with 27% Speed (Mantra of Evasion + 5%rune / Passive / Boots) right now Postig the results in a few minutes.
Ok Last Test for now.
With 27% Bonus the Interface clearly shows only 25% Bonus. So this indicates a cap.
10% Passive + 5% mantra = 15% shown: 15%
10% Passive + 5%mantra +12% Boots = 27% Shown: 25%
Time was 198s (also Mantra ran out for about half a second - my fault ^^)
so this expands above Table(for Column descriptions see my post before) to:
Note: I did mix up the Columns für 12% and 22% expected in my previous post - thisone is correct)

As Clearly can be seen the 27% Expectations are way lower then the actuall time - also the Expectations for the lower Boni based on the 27% Mesured time are much higher.
Now lets do the same thing with the assumption that the bonus had been 25% and not 27%

Now these numbers are still quite off - but they're much more in line with the Errors/Offset we had comparing only the first three values.
So also it isn't 100% sure you can asume that the Shown Runspeed Bonus in the Character Tab is the bonus acutally applied to your Runspeed.
There fore stacking mroe then 25% Speed isn't benefiting at all.
