Looks interesting, I will give it a try, but won't gear up specifically for it. Though, you know, Crit is the new best thing to get for damage so you won't go wrong for stacking it. Though it WILL get nerfed.
May I suggest a change (theorycrafting, at work ATM and can't test it out): Use Wave of Force > Forceful Wave instead of Explosive Blast w/ Short Fuse. It's truly instant instead of the delayed cast (even with Short Fuse) EB cast. And it deals 260% damage which is superior to anything EB can dish out. I haven't tried the last rune for Wave of Force but since it knocks back even more I think it won't work well with this build.
I've been testing this build with a fellow mage for quite a while now, the build I've been using is a bit different but it does wonders indeed:
Main difference here is I'm using meteor as a main crit generator, the other mage prefers wicked wind though which procs more crit mass but less dps.
Note that I'm running around with 34% crit and 20ap on crit while using a non crit shield and heavy tank gear. Switching to a secondary offhand boosts my crit to 41% and ap on crit to 30 while adding a lot of dps for situations where you need it, ie single target. It reduces survivability a lot though.
Main problem for these builds is single target damage, especially against certain mobs. At the moment venom hydra is still my personal favourite for those molten/frozen/arcane elites.
Another thing I'm still testing is increasing my mana pool in this build, a bigger starting volley of crits will keep the ball rolling easier on smaller packs.
When the infinite casting comes in when critting enough this build goes insane, non stop meteor/explosive blast spam.

While your build is good especially the idea behind it you may find a upgrade on a couple of minor changes, this is due to how Critical mass and LoH work.
If you swap living lightning for Spectral blades:deep cuts you will find CM and LoH proc for quite a substantial amount more and since you will almost always be tanking them you will find a sharp DPS increase too
ok guys thanks for the ideas, i have infact tried out every possible combo and let me tell you why i use what i use. The reason i use explosive blast over wave of force is that wave of force makes you jump in the air, which is annoying because you cant cast anything in that time. So explosive blast is actually better.
Meteor isnt better than wicked wind because wicked wind benefits more from life on hit. Becuase i can stack 20 wicked winds in 1 place i get over 20k life / hit which makes me tanky even without diamond skin.
living lightning actually produces way more hits than deep cuts. Which causes more arcane power regeneration.
good ideas tho guys.
although deep cuts its still quite nice actually. I think living lightening might be better in aoe situations cause it peirces, but deep cuts could be better single target. Also living lightening is ranged which is always nice in a couple situations. personal preference tbh
Loving this! Though I'm using frost nova instead of explosive blast because my gear isn't so great yet. This way I can pretty much chain diamond skin and frost nova to receive very little damage. Any damage I receive is instantly restored by LoH :)
Ok I tried this build and it's amazing: except the Explosive Blast is pretty much useless, it's just a 220% weapon damage 1 hit AOE and you waste a global cooldown which you better waste on the wind or living lightning, cause they proc 6x more LOH and CM.
I have replaced the Blast with Slow Time, Time Wrap. Slow Time gets 100% uptime with CM, you take 20% less damage, you do 20% more damage, plus slows movement and projectiles. I have not changed anything else in the build though cause it's pretty much perfect.
I still can't seem to kill half of elites in act 3, mostly CC affixes and shielding/invulnerable, but melee packs, even with chains, molten, plagued, desecrated go down. Arcane is painful though. Apart from that it's pretty easy, but slow. I did kill Ghom standing still in the corner entire time, it took a while, I think he enraged but I'm not sure.
Anyways my buffed stats are:
36K HP 10K DPS
7.5K Arm, 900 All Res
1100 LOH, 9 Arcane Power on Crit
35% Crit, 50% DMG (Base)
35% Block (3700-4700)
All this was 7M
And this build is far from being OP, it's just smart use of game mechanics, I don't think they will nerf it, because you are still limited by the GCDs of your spells, you have a lot of weaknesses and you still have to stack defensive stats. And no you can't stack 20 Winds on top of each other, you need 3.2 attacks per second to do that, we can only stack 5 at once, because when we place another one the 1st one ends. same thing with Hydra, but still if the pack is large enough then with hydra and spamming winds, you'll be doing about 400% of paper DPS per second on each mob, that's taking into account refreshing of hydra, slow time, diamond skin, and oocasional living lightning spam. And yes that's pretty much what I see, the numbers that are popping are up to 20K per 0.5 seconds per mob.
For example a tornado barb is better than this because: He is immune to CC with 100% uptime, he benefits a lot more from LOH, he has advantage of killing while moving, he has almost 100% uptime of 40% haste, he doesn't need a shield and can use dual LOH weapons, he can maintain a 30% reflect close to 100% making him take 30% less damage, and do a lot more damage, plus all reflected damage procs LOH which makes him even more immortal.
That's just for comparison, if they need to nerf something they should NOT nerf this spec.

And when they "nerf" it, it will be big bad blizzard, thats only going after your wallet and forces you to kite and use rmah to play the game, right?
