So basically I have EU and NA copy of the game. I also have some StarCraft II®: Starter Edition which shows "REGION: Russia (RU)" on EU account. It really annoys me and I wanna remove it. So can someone tell me how to delete the StarCraft II®: Starter Edition from my account?

You will need to contact Blizzard by mail. Create a support ticket and they will explain why and how.

So if we have a full version of the game (EU) and a starter edition of the game (NA) than we have to contact blizzrd inorder to delete the starter edition (NA) to play the full version (EU) of the game???

No, that's not how it works. Although you will need to change client based on the region you wish to play on, you do not need to remove a Starter Edition account to be able to play a fully licensed account.
