Coffee with the Devs — Mists of Pandaria Looting Explained

Hey, how about that landslide of Mists of Pandaria information? It has taken a few days, and will probably take a few more, for the nuance of everything to really sink in. One of the topics we've been getting lots of questions about is the crazy new loot model we're introducing in Mists. We've answered several related questions in the forums, but thought it might be prudent to just put all the information in one place.

I should clarify that the systems we're introducing are actually pretty simple in practice. I'm only going into a fair amount of detail because those are the kinds of questions we are getting. You don't have to understand all the particulars to participate, and we're certain that it will just all make sense once you are experiencing it in-game instead of hearing it described (that whole "show, don't tell" thing). Let's begin:

Personal Loot

Here is how looting works in today's Raid Finder groups:

  • The boss dies.
  • The game randomly decides which items off of the boss's loot table drop.
  • The group rolls Need, Greed, or Pass on each item.
  • If you were raiding with a group of friends, you might discuss who should get each item. Even if you ultimately lost, hopefully you are happy that a friend got an upgrade and that your group as a whole is now a little bit stronger.
  • But if you're in Raid Finder, you are quite possibly alone with a bunch of strangers.
  • So, if you can Need, you probably do, because there's no time for discussion, some of the rollers may be AFK, and even if you piss someone off, you aren't likely to have to pay the social cost of doing so since you'll never see them again.
  • The highest roll wins.
  • Drama ensues.

Here's how the new Raid Finder system will work in Mists of Pandaria:

  • The boss dies.
  • The game automatically decides who won some loot, and gives those players a spec-appropriate item.
  • Some players may still get mad, but hopefully they are mad at the laws of probability and not at the rest of the raid.

So, realistically, that's really all you need to know to understand how it'll play out in-game. For those looking for more detail, here's what's happening behind the scenes:

  • The boss dies.
  • Each player has a chance to win loot, independent of the other players.
  • For each player who wins loot, the game randomly assigns them a spec-appropriate item from that boss's loot table. This subset contains only items that the game (meaning the designers in this case) thinks are appropriate for your class and current spec.
  • Notice that you aren't rolling Need or Greed. You don't have an option to Pass. The game just says "Take this."
  • You can't trade this item, or that would defeat the purpose of removing the social pressure on groups of strangers. If you don't want the item, you are free to vendor, delete, or disenchant it.

The big difference here is that instead of kill -> loot -> roll, the new system uses kill -> roll -> loot. The loot is not determined until the winners are determined. It's all automatic, and you're under no obligation to pass or roll — these choices no longer exist. The game decides who gets loot, not the players. The end. Nobody is going to be a callous jerk and take the item that you rightfully deserve. Nobody is going to try to talk you into trading an item to them because they are down on their luck and can't ever win a weapon. No DPS dude is going to ninja the tanking shield that you need for your guild to progress.

We understand some players are interested in off-spec or transmogrification loot, and we will consider future changes to the system to accommodate those desires. However, we're not sure fundamentally that Raid Finder is the best avenue for acquiring that loot. You would either need to take it from another player who actually desires it for their main spec, or a conversation would have to take place to make sure nobody else needed it more than you do. In other words, you would have to stop people from just rolling Need whenever they could. I've seen some suggestions that we allow an option for essentially "I'm happy to get loot beyond just what my main spec can use," and maybe that's the kind of approach we could take, but let's make sure the basic design works first. For now, there are other avenues, such as dungeons, faction gear, normal raids or older content to provide off-spec or cosmetic gear.

Here is a model I've seen some people say they want:

  • The boss dies.
  • I get the exact item or items I want.
  • I never have to come back and kill this boss again.
  • I politely ask Blizzard when there will be new content for me to run.

I added that, somewhat tongue in cheek, to point out that the intent of the new system is not to make killing bosses or getting loot more efficient, or to let you choose buffet-style which items you get. We like random loot being random, as long as it isn't so frustratingly random that you stop enjoying the experience. The intent of the new loot system is really to relieve social pressure on a group of random and anonymous strangers. We think it is reasonable for groups of friends, such as the typical raiding guild, to have a discussion about how to divvy up loot. That discussion is a tried and true RPG tradition going back to D&D or earlier. We don't think that is a reasonable expectation for Raid Finder, though.

The personal loot system will initially be used for Raid Finder and for world bosses. We want to use it for world bosses because we want it to be fairly easy to form PUGs to take down these bosses when they're up. If my raiding guild is about to take on a world boss, and some lonely hunter is asking to join the group (it's always a lonely hunter, isn't it?), it would be nice to be able to bring him on without worrying about that jerk taking loot away from me or my friends. We want to foster a "the more the merrier" attitude with world bosses.

This is why it's so important to us that the size of the group shouldn't matter. We don't want guilds to try to kill a world boss with the smallest number of players necessary in order to maximize loot per player. When everyone has their own chance at loot, why not make the group as large as you can? Note that you still have to be a member of the group that taps and kills the boss. We want to have a little bit of competition for world boss kills, especially between the Horde and the Alliance. We think that is part of the fun of world bosses; otherwise, why not just stick the gronn in a cave? (That sounds dirtier than I intended.) We don't want everyone in the zone to get credit just by lurking around. We want you to cooperate with other players, and we're trying to remove barriers to cooperation by eliminating loot drama.

Bonus Roll

We have one other new system that will use part of the personal loot model. This is what we're calling the bonus roll.

Once upon a time, raiders had to invest a lot of time and effort every week preparing for a raid. This felt kind of cool in the abstract because it built anticipation, rewarded players who prepared for raid night, and otherwise just added a little more ceremony to the act of entering the dragon's lair to seek glory and treasure. The reality is that you spent your time killing mobs to farm flask materials or gathering Whipper Root Tubers. The reality didn't match the fantasy and we eventually greatly minimized the need to farm consumables altogether. Of course, that led to another problem, as raiders would log on for raid nights, finish, and then have nothing to do the rest of the week. The bonus roll is intended to give those players something to do that is hopefully more enjoyable than grinding elementals or Blasted Lands boars. We want to see players out in the world doing stuff, and we want that stuff to be a little more interesting (if not downright fun) than farming mats.

The way it works is like this: We have two major Pandaren factions, the Elders and the Craftsmen. Completing daily quests and scenarios for each group earns you one of two currencies. The Craftsmen tokens are spent mostly on cosmetic items. The Elder tokens are spent mostly on power items. The intent here is to let players who want some optional content to be able to devote time to both Craftsmen and Elders, while more min-max focused players or players who don't want such a time commitment can stick to Elders. The Elder tokens can be used to purchase head enchants, some nice purple items, and the kind of gear you've come to expect from factions. However, they also sell an item called a Charm of Good Fortune. Imagine you can complete a quest once a week to buy one Charm for 25 Elder Tokens. You also might be able to save up a few charms, but you won't be able to hoard them until the next tier of content.

If you have one or more Charms of Good Fortune, then whenever you kill a raid boss (in Raid Finder, normal or heroic) then a new UI window will pop up asking if you want to spend your Charm on a bonus roll. If you click yes, then you'll instantly get another shot at that boss's loot table! You will always win something from the bonus roll, such as a pile of gold, gems, or flasks. However, you also have a small (but not miniscule) chance of receiving a piece of epic loot. As with the personal loot system, the item will always be something designed for your current spec. Also, just as with personal loot, the game doesn't analyze if you already have the item, if the item would be an upgrade for you, or if you prefer axes to swords or anything like that.

Most importantly, winning a bonus roll has no effect on what other players win on their bonus rolls or what the boss drops normally. If you have saved up several Charms (this will probably happen when you play but don't raid every week) then you can use one per boss, but you can't cash in multiples on a single boss kill. If you want to save up all of your Charms for the final boss because he (or she in the case of the mantid raid) drops weapons or whatever, that is your prerogative, but you'll only be able to spend one per kill. If you want to save up your Charms for heroic bosses, go for it.

Here is an example of per-person loot and the bonus roll in action:

  • Stan is a death knight.
  • Jim Bob is a warrior.
  • Naomi is a hunter.
  • The three friends run Raid Finder together and tackle Mogu'shan Vaults. They get matched with a bunch of random folks from across their region. On the fourth boss, the Council of Kings, the game decides that Jim Bob wins an item. Jim Bob is a Fury warrior, so the game is either going to give him a two-handed Strength axe or a Strength bracer, because those are the two Fury-appropriate items on the Council of Kings loot table (in this theoretical example). Regardless of what Jim Bob wins, Stan might also win the same items. Naomi won't ever be offered those items, because they aren't appropriate hunter loot. If she had gotten lucky and earned loot for the kill, it would have been hunter appropriate.
  • Let's say Naomi is frustrated because Bob and Stan both won loot and because the trinket she wants won't ever drop. So, she decides to use a Charm of Good Fortune. Let's say she gets lucky and the game decides that she won an item instead of gold, flasks, etc. (Thanks, game!) She might get the trinket she wants, or she might get an Agility neckpiece that is also on the Council of Kings loot table. Her winning an item doesn't affect Stan or Jim Bob or anyone else, even if they use their Charms as well.

Okay, we're almost done here, but I did want to mention two other relevant changes.

Area of Effect Looting

Yes, we are doing area looting. After killing a group of enemies, you may have a bunch of corpses lying around (perhaps because you went all Bladestorm on a bunch of hozen). If you loot one of the corpses, the loot window will include items from all of the nearby corpses for which you have loot rights. Some recent games have incorporated a similar feature, and it's one of those things that players just want in their MMO these days. It's already in and it works fine.

The Future of Valor

The second change I want to mention is that we plan to adjust the role of Valor points. Valor (or the various other names that the currency has had over the years) was originally added to WoW for two reasons: it helped to mitigate really bad luck, for those times when the boss just refused to drop the item you wanted, and it helped encourage players to stay with the group even if they didn't need anything off the next boss.

Over time, we have felt like Valor has taken on too prominent a role, to the point that it risks becoming more important than actual boss loot. This is particularly the case when the tier sets are available on the Valor vendors. We think killing dragons and ransacking their hoard is more epic than shopping at the magic armor store, so we want to shift back toward boss kills being the primary source of epic PvE gear.

In Mists of Pandaria, Valor will be used to power a new feature that allows you to increase the item level of your existing epic items. This means that each week, you can become a little more powerful, hopefully allowing you to kill that boss that has eluded you thus far. There will be a bit of a game in trying to decide when to upgrade your gear versus hoping for a new piece to drop from a raid boss, but our plan is that even heroic gear can be upgraded slightly in this way.

We won't allow you to upgrade Raid Finder gear so much that it becomes better than normal gear, but imagine if you can increase your item level by around eight points. At this time, we're thinking there won't be gear on the Valor vendors at all, but we'll see how that shakes out. Valor will come primarily from dungeons (including challenge modes) and scenarios. You might earn a little from daily quests and raiding as well, but that won't be as efficient.

Final Thoughts

That's a lot of information to absorb all at once I know, and I'm sure it will lead to dozens of questions. It'd be more helpful to us if you were to focus your discussion on how things will feel, and the basic rules of the system, instead of immediately leaping to the conclusion that you've figured out some exploit and ergo the whole thing is doomed to failure. We've stitched up a lot of the egregious loopholes already and the system is a little more complicated behind the scenes than I figured was worth getting into here.

Its not all about ilvl, if i want a trinket or a piece of gear for a certain use or boss fight such as their protection against arcane damage, or the aoe effect it gives, or the spirit regen, or the drain life abilities then its ilvl is irrelvant.
Im not supporting the small population of people who need on things their class cant even equip to disenchant or to later sell on the AH. but just clearly saying, your statement and idea is wrong.

There is a wayto resolve the "Specific Spec drop" which is to offer a choice of a randomly picked item. Like the current loot system. So you win a role, system recognises plate picks an item from the table for a plate wearer, trinkets, rings and neck pieces are also tied to that table. you get to pick from 1 of say 2 items.

Another nice option on the dungeon looting would be a roll for alt option, this would mean a bit less grinding. It's so annoying when you have run random after random trying to get loot only to have it drop on your alt because you need a class change. The item woul be bound to your account and you would be only allowed to mail it once. The resale value would also be removed. So if no-one needs you can click, greed, dis-enchant or roll for alt. To stop someone just grind gear for there lvl 20 you could also have an expiry time to equip the item. Say 2 days for example

on the whole this a pretty good update better than most the
mists updates but its gonna make gearing offspec much more difficult or if you gear your main spec like me ( dpsing and need on what the tank/healer doesnt need) impossible

IMO i think there should be another route to obtain epic gear other than Raiding the valour points did that if the designers feel that should have a lower item lvl then so be it but this game has a lot of other aspects than just being a "raider" i myself havent enjoyed raiding since completing Karazhan it always feels like a dps Race no real challenge other than dont stand in that and OMG u only doing 24.5k dps go suck a egg noob, it should be about other things too. Just my point of view :)

@Dannipedrosa: I think WoW's main focus these days is just that. Getting into top-level raids ASAP, and dishing out as much DPS as possible, how well you do being affected far more by gear than skill. Some people enjoy it, but if you don't, I would seriously reccomend trying several different MMOs...

@Flameater: It's not that we don't like the game, it's that we don't like certain aspects of it.
You like the game the way it is, fine, you've never gotten frustrated over any little detail about the game, cool.
But for me, I'm pretty sure I'm gonna get frustrated with my Enh Shammy going in dungeons, and can't loot items for my off-specc Ele Shammy, because it's not "specc appropriate" when I'm doing the dungie. I like to switch up, 'cause I don't grind dungeons all the time, I like to quest to!
For one, at least there'll be no more ninja's but that was already prevented when we could kick people from a party.
So again, it's not that we don't like it, it's we don't like certain aspects, or certain things that will change :)
And again, we're not getting upset over nothing, we state that it truly is something :)

Why decide for me? Just let me to choose if I want item for main spec or off-spec. Just a small window like now need-greed is with MS and OS buttons. If I already have won an item let me decide about this. Plain and simple.

@Savola: Then gearing would be so rediculously easy that it would take the fun out of the game. You would never get that "Christmasy" feeling when the item you needed for 3 months drops and you win it. If you want OS gear then que for the dung in your OS. Simple.

@Savola: You already couldn't really roll for off spec since you would not get the "Role Bonus" added to your roll. If you want OS loot now, best chance is still to play that spec in that raid session, no difference there.

I am 76 years old and it takes me much longer to pick changes to the game up than it takes younger people. I don't want preferential treatment but I do want to be considered. There are aspects of the game that I simply cannot take on board, mainly because I am not physically quick enough, like duelling. Younger people run rings around me and some of the epic tasks seem to be out of reach. This means that I can never pick up many of the better items and that I sometimes get dumped from raid/dungeon groups. A number of my guild members know this and make allowances but when I'm in random groups it becomes difficult. Allowing me the opportunity to pick up items that are beneficial to my class sounds like a good idea.
Archaeology is frustrating, I have picked up some epic items -- swords and axes -- that I am unable to use (soulbound) because they are incompatible with my class, and I cannot sell them in the A.H. either. This seems to be ridiculous and you may consider some amendment to the arrangement? Archaeology is one aspect of the game that I am able to cope with, yet it gives me little high-level reward despite occupying long periods of time. A few more worthwhile drops would be much appreciated, particularly ones that I can use. By the way, I have been playing the game for around 7 years and appreciate all the time that Blizzard have put into it.

"Here is a model I've seen some people say they want:" - IT SUCKS. Lol. I want to kill bosses/finish the raid several times, not just ONCE. Raids are fun. Killing bosses, trying out new tactics, killing a few times for an item. Having many nice nights spent on raids. Not just one time. I thought you wanted to make people PLAY and STAY in the game. Not to finish the raid in one night and then leave the game till you release new content...

Why you ALWAYS want to cut the game? Why you want players to play as less as it's possible, to reach everything as fast as possible? You are killing the point of this game, the soul of this game. I know that world nowadays is f.... crazy and everyone want to do everything fast, even using crappy abbrevations instead of writing full words, but seriously.. SLOW DOWN.

@Wildfox: A lot of people don't have large amounts of time to play the game, but they still love playing it when they get the opportunity.

I understand what you are saying and I can sympathise with you.

However, being a player who has little time on my hands I get very frustrated when I've finally found some free time, only to have it wasted by someone who thinks it's funny to ninja loot. e.g. A DPS DK needing on a tank helmet that I need, as a prot paladin... I have had to run dungeons many times before the item I need drops, and then it gets stolen by a random troll...

The huge problem is gold and farmer for real money.
That why this game fail in every day.
Thye should remove all ppl who making money illegal.
They should call, appeal to police internet fo this.
And about loot.When raid begun..anyone should chose a clas who cant change until 1 boss is killed.
They should make items for each on class and spec.
ex: boss drop item for healing shaman class...onli shaman healer can need on him
EX: boos droop 2h sword for dps who use streinght
Onli dps who need streinght should need on him..
If the player who got main spec dps selected got a better sword in bag/ bank or same as ilvl
will not be able to need and another can need who need with dps spec
ex:And if the dk don`t need agi why they can need on sword with agy?.thats anoyng..you blizzz fail sometime...you have ppl without brain there
Or it`s an interes about real money..farmer ...and i don`t knwo..many raid i finished and at end players shelling me items droped in raid for lots of gold ..come on!

That will not solve anything at all. Besides your logic is flawed. The way to solve this completely for Roleplayers and Off-Speccers is a choice between two things at the boss. 1. A Class and Spec oriented item. and 2. A random item from the lootlist that is usable but not 'good' for the player. This would solve tanks wanting holy gear or dps gear. Roleplayers wanting that cloth loot which they can't acquire since they are plate-users. I love this new system since it brings you further away from the idiots. whom steal your loot. That's the reason i multibox. I don't have people stealing my loot. Alas. I will just say this. The system Blizzard has come up with on MoP, is close to flawless. The only thing that could be better was a diablo-loot system where everyone gets their induvidual loot. But that would ruin the aspects of WoW. Hence - This is the best system that can be input into the game. The End.

For example hunter have 1 need roll for token class hunter (Damage) if he have the item in bank or in use or in bag his need roll butom is disable.
For example Paladin have 3 need roll butom 1.need for healer 2.need for dps 3.need for tank
if he is healer and have the healer item his healer roll is disable but he have dps roll and tank roll and if 1 dps dont have item for the token and the dps need realy he won this item.
For example if fury Warrior had 1 ech of tow hand wepon x(example) he can select need for dps agian because he can use 2 tow hand wepon x if he had 2 tow hand wepon x his need buton is disable.
For example if 1 shaman have healing+ dps agi+dps int for 1 token he cant select need roll.
this looting system useable in real Raid and raid finder

The looting systeem seems nice. And if I understand it correct, it only applies to raid/dungeon finder.

I wonder a bit with the change of valor points. But in the end...its all about fun and trasmogrificationingeneidj (it still a difficult word).

Finally a solid solution against ninjaing.
Also, the Badge/Emblems/VP system had gotten out of hand for a while, and I fully agree that it needed a fix. There is one thing, however, that still concerns me: with boss drops becoming prominent again, so does luck; only that the one mechanism that was originally created to smooth out long streaks of bad luck is not there to deal with this anymore. I still recall killing nightbane over 20 times, and later tougher bosses throughout TBC, without seeing a suitable chest drop... eventually the vendor on Quel'Danas was unlocked and, after struggling for over 5 minutes to manage to right-click her among hundreds of toons crowding around, I got my Tunic of the Dark Hour and got rid of that blue lvl67 chest I had been stuck with forever.
Hopefully bonus rolls can help mitigating bad luck on LFR runs, but what I wonder is: if I get to the point of consistently clearing every raid encounter every week with my guild, and I get stuck with some gear slot that needs upgrading, can I have some kind of guarantee that maybe after 10 full clears I'll get a decent piece of gear? After 20? After 50 clears? That's what badges solved nicely in TBC; and players farmed bosses for their drops rather than for the badges (the badges were a "consolation prize" for when the drops just wouldn't drop). The tunic I got back them was nice, sure, and better than the crappy blue, but slightly worse than some drop from Illidan. So I'd rather farm Illidan than badges to fill in the gap, but if no drop dropped, at least I got to cash in my efforts (badges) into something useful.
I know these cases ain't common (and I haven't had so much epic bad luck ever again), but with millions of players killing hundreds of bosses, they are bound to happen from time to time. And when they happen, if there is no mechanism to deal with them, some player will get utterly frustrated.
After all, WoW is a game, and the primary purpose of a game, by definition, is to provide fun and entertainment. Frustration takes that away, and thus hurts the game.

TL;DR: Good changes overall, but please don't overlook the original purpose of the badge mechanics, since the changes will make that purpose relevant/needed again.

What's with the QQ about these changes?
1. The roll change affects LFR which has pretty dire loot anyway (I'm not sure about loot from world bosses)
2. The system shares out the loot automatically, so the only thing you can blame for not getting gear is your own luck (and Blizz ofc)
3. If we assume that the number of drops per boss remain the same, with every eligible person automatically rolling on the loot the chances of winning it will be lower (so stop whining about loot being easier to get)
4. Charms could make a big difference or no difference at all depending on the chance of winning an epic piece, but they do provide a nice way of getting flasks/gems etc

However, a problem will how it is decided whether a player's spec is eligible for the loot as Celantidé said
Finally the valor point change makes sense, there is quite a lot of valor gear that is BiS before running Heroic raids which allows people running dungeon heroics to get post-normal level gear before they had even seen morchok. The new upgrading system sounds like a good way to slowly ramp up a player's gear as they progress through the raids (if Blizz manage to pull it off that is).
So imo (just to clarify that this is all my speculations and opinions) these changes will change the raiding system for the better.

TL;DR - No ninja's in LFR + Smooth raid progression = Good!

Sounds good to me, what about Proffs ? for instance Blacksmithing i really enjoyed TBC making the Lionheart Executioner/Champion any chance you could bring these powerful BOP crafted weapons back for MOP

About darned time too!! It's because of the current unfair system I refuse to join groups doing raids and dungeons in the first place. Can't wait to see this fairer system in practice. Thanks Blizz!

how about healers? most of the time they don't actually hit the bosses, will their chance of loot be terminated on the amount of healing done?

@Smoketastic: I believe that neither damage nor healing will affect the chance for loot to drop. It will basically be "You're here when the boss goes down, Blizz rolls on whether you get loot or not, if you get loot --> blizz rolls on which spec-appropriate item you get, you get item."

Having witnessed a very similar looting system on another MMO game I can safely say I found this system awsome, very practical for a PUG situation. No arguments about off spec rolling, people leaving without rolling, the loot is yours, no matter what. Even getting items given to me I had got many times before, I and others getting the same eventually and rather quickly, I might add, ended up with a full main spec set and a full off-spec set, even if I ended up with my off-spec pieces first. Now, if I don't want that bit of loot that has been assigned to me, and there is an enchanter in the group, is there an option for me to disenchant my assigned loot? Would be handy. Have the disenchant symbol next to it for convenience. Maybe I'm not getting this, but is this going to be put on PuG dungeon groups too? Would be good if it where. (Not pre-made dungeon groups.) Well all I can say to this one is - Nice one Blizzard :D

I would really like that the raid finder looting also happened with dungeon finder. It happens too often someone joins the group and needs on an item they don't need or someone else needs more than they do and then leaves group without any chance of trading.

Otherwise I love the changes that will happen in Mists
