Topic Hit Rating Question

I've been reading the Assassination guide over at ElitistJerks (http://elitistjerks.com/f78/t110134-assassination_guide_cata/), and it says that with 2/3 Precision the following applies:
Yellow Hit Cap - 481 (4%)
Spell Hit Cap - 1332 (13%)
White Hit Cap - 2763 (23%)
I don't understand this though, because I have +12.38% hit rating ingame, which according to the above should be 1332 hit rating, but when scrolling over my hit rating ingame, it's actually 1006, not 1332.
Therefore, I'm not sure which to follow, as it seems the above is wrong. 481 hit rating is NOT 4%, 1332 hit rating is NOT 13% and 2763 hit rating is NOT 23%.
Should I aim for the % hit rating ingame, or the actual 'amount'? E.g. if I wanted to reach the Spell Hit Cap, should I go for 13% or 1332?

So ingame, which should I aim for? The % hit rating or the numbers? E.g. 1332 or 13%?
I'm currently at 12.38% (1006) hit rating ingame, and it says my chance to miss with my Special Attacks is 0%. I assume "Special Attacks" relates to my Spell Hit Cap, so does that mean I'm hit capped right now? If so, why am I hit capped at 12.38% when EJ says the Spell Hit cap is 13%?

Check the tab ''spell'' ingame.
You should have 17% hit there(Note Not the melee hit.. the spell hit), or 13% at armory. 1330+ hit..
Sure your specials are hit capped, But your poisons are not.
