How much crit should I as a (FIRE) mage have? I currently have 19.81% unbuffed, I heard 28% is the Recommended level. If this is true how would one raise one's crit level to 28%. Also should I gem for int or crit?

Well rather than being an unhelpful SoB, I'll actually give you some advice.

Gemming crit isn't recommended - point-for-point, Intellect is always better as it increases your mana pool, spellpower and crit chance (though not as much as pure crit). The same goes for enchants; if an Intellect enchant is available for a slot, use it.

You'll see most of your crit come naturally as you gain gear, although reforging can help a lot. Mastery is Fire's weakest stat, so feel free to get rid of that and turn it into hit, if you're not capped, or haste/crit. Haste is an extremely strong stat for Fire until you hit various breakpoints (12.5% haste, 25% haste and 37.5% haste (I believe) - anything past that is probably unreachable). Once you reach a breakpoint, the value decreases slightly until you get close to another.

There really is no 'recommended' level for crit. More is better of course, but there's no plateau to aim for as there is with haste.

37.5% haste is pretty much unobtainable(and not feasible if possible as you'll have neglegted crit by a lot).
The "standard" optimal progress theese days for fire is:
1.Value intelect above all(as with any other casters)
2.Get 17% hit.
3.Get 25% haste(buffed) aka 2006 haste(with 3 in Netherwind presence).
4.Get as much crit as possible.
5.Try to minimize mastery as much as possible, respecting all of the above.

Priority list with 2 set from Timelord

1. 17% Hit
2. 1505 Haste rating
3. Stack as much crit as you can
4. Mastery
5. Haste

With the 2 set giving you 500 extra haste, plus 3% from talents and 5% from raid haste buff, you should be at 25% haste, or around that mark.

This is sufficient to give you 3 extra ticks from combustion, the first happens at 5% haste, second at 15% and thrid at 25%.

*Note: If you do not have the 2 set from Timelords set, you need to aim for 2005 haste from your gear, and then going for crit, to be honest I just went arcane until I got the 2 set.
