I want a bottom right bar 2, one that is just above the bottom right bar the interface gives you. How do I do it?

Or learn to script it, much better. You can move any single ation button wherever you want it, resize it as you like, even reshape it if you want to.

You cannot have more than 3 bottom action bars by default without an addon, but you can at least move them to be on top of each other with a small addon script you can make yourself.
