They have to get through the people who were guaranteed beta access first, otherwise it will probably cause problems for them later on if they can't get everyone in.

A portion should go to opt ins I think, however, due to the nature of the AP, the majority of the invites ought to go to AP holders. Half is a bit steep imo.
