Topic Dev Idea: Guild transfer/faction change as reward

So the idea: Guilds that hit a requirement can transfer server and faction.
This I think the game misses and could add a nice aspect to the game for PVE players to strive for and to help with server balancing and faction balancing. Adding more competition in content progression instead of the same old guilds on each server.
If a guild acquires a certain amount of EXP, example level 26, all ranks of champion can put a request in to move server and/or faction. I say of rank champion because there would need to be something in place to stop Joe Bloggs from joining and getting a free move.
A suggestion could be, getting 8/8 HC on current content. If a guild can kill the hardest current content, you can request a move before the next content comes out. So if my guild had downed Deathwing HC a week before MOP, we could move for the next content a bit like a league promotion.
There are two problems I can foresee with this, firstly people have ALTS and would want them to come aswell, this is difficult to achieve at the same time as stopping Joe Bloggs from paying to join in the move. It could be possible to select as many characters associated with your account for the move, if one has the rank champion/ Deathwing achi. The second would be servers getting stacked with raiding guilds and some having none, don't really have a solution for this :)
It's a simple idea that adds another reward and it makes the game that little bit more dynamic. At the same time balances existing server problems.
