It called a placeholder. Someone who creates a low level alt with the sole purpose of reserving the name on the realm. Could have been someone who played under the name here in the past or could even be a forgotten bank-alt.

Ticket a GM. If the character hasn't been logged on for for x amount of weeks/months, they'll delete/rename it and free up the name, as long as it's between 1-10 (iirc).
