L2P you noob, stat prioty is Agility > Stamina > Anything Else. And you should go for melee attack power always, even you are healer.

You get %14 haste after casting bubble if you give 2 points to borrowed time talent. So you get your haste by your talent. Mastery increases your pw:s and divine aegis absorb amount.

Okay I will go mastery, was just wondering because Hydra and Zunniyaki are both haste.

For PvP haste and spirit are the two secondary stats you want. Avoid mastery and crit as much as possible.

Haste for pvp, "anything you want" for pve

Depending on the comp you play you either go spirit or haste.
You can also go mix of both if you are playing with lets say a boomkin who gives haste buff.
Its really personal however for comps like rmp going full haste is a must due to aggresive play and the amount of globals you need to use.
Mastery however is pretty much useless coz you cant rely on shields due to them being dispelable and any decent team will pre dispel the shield before swaps/burst etc etc.

I prefer to play with haste in 3v3 arena, spirit in 2v2.
Don't go mastery.
