The title says it all,

I know that Palas, Wars and Dks have avoidance caps etc. My question is; What is the ideal Dodge/Mastery % a bear should have and at what point can I start gemming stamina?

There are no such caps for bears.

Gem agi to parse on fights like yorshaj and madness when you get high kitty uptime! You can never have enough dodge!

Go agi all the way. One of the upsides of a druid tanking is the fact that they can also do massive dps.
