Anyone know? i saw a sword that said on MOGIT it could not be transmoged and then saw a player using it as transmog on there ilvl 390 sword, so does anyone know if Permafrost cape can be too???

I do not see a reason why it shouldn't be transmogrifiable.

I have one transmogged on my druid to go with my wildheart re-color :) So yes, it certainly can be :)
