My question is if we'll be able to make an 11th character come August 25th with the release of patch 5.0.4 or not untill MoP releases?

It'll most likely be available when MoP is released, as that will be when the Monk class is released.

It should be unlocked when the expansion is officially launched and you purchase and upgrade your account to Mists of Pandaria.
