I'm not 100% sure what you mean pve/pvp gear vendors so I'll go with "justice/valor point and honor/conquest point vendors"

The answer would be:

Justice/Valor - Niuzao Temple , Townlong Steppes around the back upstairs two vendors on the 'roof'

Honor/Conquest - Hellscream's Fist, Townlong Steppes along the Serpent's Spine wall thing going along the right side of the zone, the vendors are actually on the wall.
