A simple solution to elemental balancing

Make it so you choose the damage type of each skill/rune you roll with, with a simple colour change on the animation. Then elemental damage becomes more of a personal choice, gear can still affect the choice, certain types are no longer limited to specific builds, which leads to more diversity, and skill/rune design becomes simpler because you no longer have to concern yourself with elemental damage affixes and potential builds from there, but solely on what bonus the rune offers (e.g. more damage, stun, reduced resource cost, yadda yadda yadda).

Win/Win, or am I missing something obvious?
