Game randomly started stuttering

Starcraft II Technical Support
Out of nowhere the game now stutters every 10 seconds or so for about 1 second
i have not changed anything on my PC in the morning it was fine and now it stutters.When it does my GPU drops to 0%.
Its only starcraft 2
CPU and Ram are fine
My hard drives have plenty of space
I have updated all my drivers
Its not an overheat problem
iv reinstalled the game
I have disables all overlays

6GB Nvidia 980 TI
AMD Ryzen 5 1600
16 GB of RAM @ 2933MHz

I fixed it by changing the game settings to launch on 32 bit instead of 64 bit
Can someone explain the difference and why it worked?
simply put, starcraft 2 is not optimised for amd processors. a better processor might still help as the ryzen 5 is a mid range cpu. the ryzen 7 should work better. on the other hand, your problem looks like something i had called energy effecient ethernet. you can turn it on or off from device manager. it needs to be off for multiplayer.
I have the exact same problem and I have the following specs

intel corie i7-7700 CPU @3.6ghz
16 gb ram
64 bit operating system
nvidea GeForce GTX 1060 (6 GB)
I use an ethernet connection with 50mb/s download speed and 20mb/s upload speed
I have this problem only with my blizzard games ( I play sc2 and diablo 3)
it started in mid march and I am at a loss as to how to rectify it
none of my other games have this issue ( I also play a lot of games on steam servers

can I please get some assistance with this issue
