101k to targets that are on the edge of the circle. The closer they are to you (in the circle) less healing they are going to get.

Other healers do not get any haste / faster casting / buff from this. Its a buff on the raid for 10% more healing. Does that mean that suddenly all the healers spam the life out of their heals?
