What is a suitable item ilvl for a good dps/hps increase to push over 2k in 2s, 3s or RBgs?

Well, but i want my heals and damage to be perfect, so what would u suggest?

As high as possible, its not like theres breakpoints, its just a low linear scaling so unless you're naked it wont make much difference, just focus on your gameplay

920+ is the "comfort zone" if you want to call it that.

every 10 item levels above 800 item level gives you 1% stats which equals around 4% healing increase. It may not sound like a lot but it adds up if you are 936 item level and your opponent is only 900 item level.

950+ for perfect

anything 920+ and 52 traits+ is fine, although it's not uncommon for people to have anywhere up to 60 traits this far in
