Garrison Not Unlocked With Character Boost

- Didn't get Garrison level 3 with the boost
The Character Boost will get a character ready to begin questing in Battle for Azeroth. Content from previous expansions, including Warlords of Draenor Garrisons, can be unlocked through normal play but are not included in the boost.
