Completed a Dalaran Heist wing and did not receive the 3 card packsYou will only earn the 3 card packs for completing a chapter the first time. Repeating the same chapter will not grant more card packs.
You can earn a total of 15 Rise of Shadows Packs by playing through all 5 chapters, and a Golden Classic Pack when you conquer them all.
