Soulbind Skip Does Not Unlock Emeni

I completed the soulbind skip and received a quest to unlock Heirmir, but I'm not being offered Emeni's quest, Soul Support

We have received multiple reports of this issue and are currently investigating it. Currently, we do not have a workaround or resolution that can be provided.
