NPCs Missing in Dornogal

It is intended that while on the quest To Dornogal or its follow-up quest, They Came from Below that NPCs in Dornogal are missing due to the fighting that's going on in the city. To resolve the issue, finish these quests and turn them in. This will fix the phasing in the city.
