Unable to Use Portals in Stormwind/Orgrimmar

If there are no portals in Orgrimmar or Stormwind make sure that your character has finished the Legion introductory questline. Once the quest chain is completed you should see the characters and portals reappearing in the portal room.

If the quest "The Legion Returns" was never started and cannot be started from the Hero's Call Board, go to Legion Dalaran and talk to Archivist Elysiana to start the Legion Intro questline.

If you picked up the first quest for the Battle for Azeroth introduction questline and abandoned it, this will also break your character's phasing until you complete the entire introductory questline. You will need to return to the present time if you are in Chromie Time and then go back to pick up the questline and complete it. Once you have unlocked the portals in Boralus or Zuldazar, you can go back to Chromie and pick a different Timeline to pursue.
