Cannot Interact with First Arcanist Thalyssra

- Can't start quest Building an Army, Thalyssra doesn't give me the dialogue
- I have a quest to complete with Thalyssra, but won't let me speak to her
- I get Error: "Cannot do that right now" when trying to feed or speak to Thalyssra
We have seen reports that using Party Sync can prevent characters from being able to interact with First Arcanist Thalyssra if the character being synced to has not reached the appropriate point in the Suramar quest chain. This can be resolved by joining a party with a character who has reached that point in the quest line, then toggling Party Sync.
This issue can also be caused when using a Race Change or Faction Change to or from the Nightborne race.
