Common Problems
- Raised 20 garrison followers to level 40, didn't get the achievement.
- Couldn't complete Filling the Ranks even after leveling followers.
Obtaining a follower that is already level 40 (previously 100) does not count towards this achievement so be sure and raise a total of 20 followers to level 40.
There are several followers which are obtained at level 40 and will not provide progress towards "Filling the Ranks":
