Don't know where to get the quest for the staff

With the Wowhead Quest Profiler, you can check through any quest chain and see which parts you have completed.

Additionally, please make sure you've completed the Nordrassil's Bough quest chain, as this is required to begin the Tarecgosa's Rest questline.
