Can't Complete Quest - Missing in Action

Missing in Action is a lengthy quest with multiple NPC interactions. As with most escort quests in WoW Classic, the quest may not be able to be started or completed if another player is already participating in the quest. Be sure to stay near the NPC as well, as too much distance can cause the quest to fail. If the quest does fail, it can be abandoned and restarted.
