Armor Rack in Legion Order Hall Not Showing Collected Sets

I have all of the Tier sets up through Tier 10 but only some of them are showing in my order hallThe Armor Racks in the Legion Class Hall only fill for specific levels of each tier set. For tiers that can be collected at more than one difficulty, the racks will only reflect a full collection of the Normal 10 man difficulty version of the set.
