I can't seen Nurgash Muckfiend but Wowhead says he's upIf you are working on any of the quests in the Unseen Guests portion of the Shadowlands 9.1 questline, you may be phased in Revendreth so that you can't see world quests or other objectives that are normally available, including the quest for the world boss Nurgash Muckformed when he's available.
To fix your phasing, complete the questline up through the quest The Meaning Of Wrath.
