The Cypher Lore Codex can be obtained repeatedly by visiting the Concordance Codex Dispenser in Firim's cave in Exile's Hollow. If you have accidentally deleted it, you can click on the dispenser to get another copy.
Note: The Codex is a unique item, so if you click multiple times on the Dispenser, you may end up with several in your mail. You will need to delete the one in your inventory and then loot an additional ones, then repeat until you have looted the last one in the mail, in order to be able to get rid of the extra mail.
