Talking to Lorewalker Fu outside the Seat of Knowledge to begin a Solo Scenario for this quest. If Lorewalker Fu isn't present outside the Seat, seek out Zidormi nearby to change the time period and check again.

If Zidormi does not offer the ability to change time periods, or isn't present, completing the Visions of N'Zoth introduction quests up to Network Diagnostics should resolve this.
