Hallowfall Fishing Derby does not provide buff "Derby Dasher" or buff lost

I started the quest an didn't receive the fishing buff.Derby Dasher buff disappeared after a few minutes.
I had a disconnect and lost my buff.
We have received several reports of this issue and are investigating it. Currently, we do not have a workaround or resolution that can be provided.
If you discover a new issue, please submit a new Bug report.
